Stemming from the context that the system of legal documents on the development of the S&amp;T market is still continuing to be perfected, the organizational structure and investment in facilities for new Application Centers are still in the early stages. synchronization between localities, .. so the Application block is both active and complete in the organizational structure, setting development directions, as well as implementation plans in each period.<\/p>\n\n\n\n<p>Because each locality has different characteristics, the application transfer needs of each locality are also different, but the common feature is the similar technology supply, a new technology even though it is created locally. this but can be applied to areas with similar characteristics; At the same time, the basic common point is to perform the function of connecting supply and demand and transferring the application of scientific and technical advances to the production and life of the Application Centers. The general solution that can be applied is through the implementation of science and technology (Science and Technology) tasks, science and technology topics-projects, pilot production projects (at grassroots level, provincial\/city level, and provincial level). Centers can well deploy their functions and tasks and promote the implementation of science and technology services; science and technology transfer; analysis and testing services (S&amp;T), science and technology information depending on local requirements.<\/p>\n\n\n\n<p>Implementing Resolution 19-NQ\/TW of the 6th Central Committee of the 12th term, Resolution No. 08\/NQ-CP of the Government for the period 2016-2020, 20\/22 Centers under the bloc have built and approved the merger project of China. Center for Science and Technology Information, Center for Advanced Application of Science and Technology, and Technical Center for Standards, Metrology, and Quality. Therefore, at present, the names of the Centers are different depending on the approved project in each locality.<\/p>\n\n\n\n<p>Regarding the implementation of Decree No. 54\/2016\/ND-CP dated June 14, 2016 of the Government, regulating the autonomy mechanism of public science and technology organizations. The Centers of the block have built and approved the autonomy plan. There are 08 centers that comply with Point c, Clause 2, Article 3; 09 Centers comply with Point b, Clause 2, Article 3; 01 Center shall comply with Point d, Clause 2, Article 3 of Decree No. 54\/2016\/ND-CP.<\/p>\n\n\n\n<p>General situation of difficulties and advantages; summarized from the operation report of the Centers in 2020, noted:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Advantages<\/li><\/ul>\n\n\n\n<p>\u2013 Get support and help from the Ministry of Science and Technology, Department of Technology Application and Development, Departments; The Departments of Science and Technology of the provinces and cities and the Institutes, research agencies and public and private S&amp;T organizations operate in the area, so the Centers not only perform well their functions and tasks but also actively innovate in the field of science and technology. research and create many products, advanced technological processes for life and production.<\/p>\n\n\n\n<p>\u2013 Although there are still many difficulties and in the process of consolidating, the team of cadres, civil servants, public employees and employees are always enthusiastic, dynamic and creative in their work.<\/p>\n\n\n\n<p>\u2013 Activities of the Centers always follow the development orientation and contribute to the general development of the locality.<\/p>\n\n\n\n<p>\u2013 Some Centers have invested in facilities (headquarters, testing rooms, factories, experimental areas, farms) so they have favorable conditions for carrying out service activities, creating stable income.<\/p>\n\n\n\n<p>\u2013 In addition to regular annual registration functions, the Centers also actively register to perform S&amp;T tasks at provincial, grassroots levels and national target programs (such as Rural and mountainous areas). ) to both improve research capacity, transfer technology and improve the qualifications of the team, increase revenue, and ensure the life of employees.<\/p>\n\n\n\n<p>\u2013 Most of the Centers effectively deploy cooperation activities, coordinate with S&amp;T organizations in the locality in the process of implementing topics and projects as well as building public application models. turmeric. Since then, many research results and transferable technologies have been created, creating many commercial products from the transferred technology, such as disease-free tissue transplants for orchids, tissue cultured bananas, etc.; EM preparations, MA mushrooms, Ganoderma lucidum embryos, abalone mushrooms, ..<\/p>\n\n\n\n<p>\u2013 Many centers own ready-to-commercialize or transfer-ready technologies such as water treatment systems, wastewater, composite products, technical processes for growing flowers, mushrooms, anti-inflammatory systems. In particular, many centers have successfully connected with S&amp;T enterprises, organizations with technology to transfer into production and life.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Difficulty<\/li><\/ul>\n\n\n\n<p>For Block operation:<\/p>\n\n\n\n<p>\u2013 Because the Block was formed on the basis of voluntary association between Application Centers, many activities of the block are still advocacy, lack of legal basis in proposing mechanisms and policies to create favorable conditions. beneficial to the operation of the Block for the governing bodies and management agencies.<\/p>\n\n\n\n<p>Moreover, because each locality has high specificity in terms of organization, management and administration, and different socio-economic development conditions, the activities of the Member Centers also have different characteristics, leading to the meeting between the member centers. many difficulties when discussing, discussing and implementing the common tasks of the Block. Therefore, during the operation of the Block, it is necessary to discuss, determine the common development direction, have high similarities and determine the optimal solutions to actively support the Member Centers to promote and develop. own strength and contribute to the growth of the bloc.<\/p>\n\n\n\n<p>For the operation of the Member Centers, there are also difficulties such as:<\/p>\n\n\n\n<p>\u2013 Under the influence of the COVID-19 epidemic, the implementation of science and technology application activities (organization of conferences, seminars, and trainings) was delayed, as well as revenue from service activities decreased compared to with 2019.<\/p>\n\n\n\n<p>\u2013 Regarding human resources: due to the consolidation process, a part of cadres, civil servants and employees of the Centers has not fully promoted their capacity and lacks initiative and creativity in activities. services, consulting and business in the field of supply-demand connection, technology transfer. Moreover, due to limitations of regulations on staffing, autonomy in operating funds, there is a shortage of high-quality human resources (graduate level, doctorate, associate professor, professor, ..) and weak in qualifications, skills, etc., leading to a situation where an employee has to concurrently hold many tasks or participate in many topics and projects at the same time, affecting the progress and quality of work.<\/p>\n\n\n\n<p>\u2013 Regarding operating expenses: because most of the Member Centers are autonomous (partially or fully) in recurrent expenditure, it is necessary to develop service activities to increase revenue while competing with other organizations. private sector service providers. Lack of a mechanism to use funds for activities to promote images and promote new scientific and technological products of the Center to the market, lack of investment funds for testing and evaluation of new technologies; market research, designs, new product categories, etc.<\/p>\n\n\n\n<p>\u2013 In terms of facilities: a number of facilities centers (working houses, laboratories) that have been invested and equipped since 2015 are now degraded; Investment equipment is not synchronous, leading to difficulties in exploitation and effective operation<\/p>\n\n\n\n<p>\u2013 Regarding the implementation of topics\/projects: currently, the implementation of projects and application topics still relies on the state budget, implementing payment and settlement procedures according to general regulations, so it works. This is considered a source of revenue for the Centers.<\/p>\n\n\n\n<p>\u2013 Regarding service activities: due to the similarity in natural and socio-economic conditions of localities in the region, although there is a diversity in technology and products, the Centers mainly serve in your locality; Many key products and services have not yet been created that can be applied to a large area. Moreover, the similarity of localities also creates competition between products\/technology in the same field. In particular, for the commercialization of products manufactured from new technologies (by production centers or enterprises transferred production technology), there is still a lack of a general promotion scheme. policies to support promotion and sales have not yet been developed, so they have not created competitiveness for products, and have not brought high benefits to businesses participating in product\/technology deposit at the end points. Connect and display technology products.<\/p>\n\n\n\n<p>\u2013 Regarding the diversity and competitiveness of products: products produced from science and technology transfer activities lack diversity; mainly products such as bottled water, bottled wine, mushrooms of all kinds. In addition, many new products from scientific research are difficult to access to the market due to the impact of many factors such as regulations on product quality announcement, food safety and hygiene, etc.<\/p>\n\n\n\n<p>\u2013 Regarding mechanisms and policies to support application transfer and technology innovation: there are still many problems with procedures, the approval process is still complicated, etc., especially, many businesses have a need for technological innovation that is difficult to access. Access to bank loans can be reciprocal capital sources (specifically, businesses face difficulties because they do not have collateral, Credit Guarantee Funds do not accept collateral such as patents, technology, etc.) ), so the Centers face many difficulties in consulting and supporting enterprises to innovate technology.<\/p>\n\n\n\n<p>II. RESULTS OF IMPLEMENTATION OF BOARD&#8217;S TASK IN 2020<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>General activities<\/li><\/ol>\n\n\n\n<p>In 2020, the Application Block held 01 briefing in January 2020 in Tay Ninh province. The conference was attended by 12 member centers, leaders of the Departments of Science and Technology. Thereby, sharing experiences in the operation process, setting direction for cooperation and association as well as gathering suggestions and recommendations to competent management agencies.<\/p>\n\n\n\n<ol class=\"wp-block-list\" start=\"2\"><li>Building a science and technology market in the Mekong Delta region<\/li><\/ol>\n\n\n\n<p>Maintaining the operation of the Technology Supply and Demand Connection Point in the Mekong Delta in Can Tho City (established in October 2018), displaying 11 devices and 81 technology products of the Application Centers of The block as well as of enterprises and cooperatives apply technology in the Mekong Delta.<\/p>\n\n\n\n<ol class=\"wp-block-list\" start=\"3\"><li>Organizational Development of the Block<\/li><\/ol>\n\n\n\n<p>In 2020, the Block will admit 1 more member, the Center for Consulting on Scientific Evaluation and Technology Valuation (under the Institute of Science Evaluation and Technology Valuation).<\/p>\n\n\n\n<p>III. OPERATION RESULTS OF MEMBER CENTERS IN 2020 (See attached Appendix for details)<\/p>\n\n\n\n<p>In 2020, despite facing many difficulties due to the impact of the COVID-19 epidemic, the Application Centers of the Block have made adjustments in their operations, actively and proactively choosing development orientations suitable to the needs of customers. local development capabilities and orientations. Up to now, many centers have played a certain role in the development of local science and technology. Outstanding results have been achieved:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Manpower<\/li><\/ol>\n\n\n\n<p>The total manpower of the Centers is 420 (306 staffs, 114 contracts). In which: doctoral degree: 1%, master: 23%, university: 55%. However, only 41% of human resources are directly engaged in research, application and technology transfer. The reason is that most of the centers have merged, so human resources have to be distributed into 3 areas: application, information and resettlement.<\/p>\n\n\n\n<ol class=\"wp-block-list\" start=\"2\"><li>Implement the project topic<\/li><\/ol>\n\n\n\n<p>According to aggregated data from the reports of the Centers, the results of the implementation of science and technology topics and projects in 2020 include:<\/p>\n\n\n\n<p>The ministerial level (under the Rural and Mountainous Program) is: 4 topics\/projects;<br>Provincial\/City level is: 20 topics\/projects;<br>Grassroots level: 38 topics\/projects\/tasks\/SXTN.<br>CN application model: 15 models<br>The total cost of the projects is 52.8 billion VND<br>The topics\/projects are implemented to meet the needs of production and daily life in the localities. In it, focus on the following areas:<\/p>\n\n\n\n<p>\u2013 Tissue culture: propagation of turmeric wax bananas (Ca Mau), high quality ornamental flowers (Can Tho), wax coconuts (Tra Vinh)<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Aquaculture (improved extensive commercial crab farming in 2 stages, seed production and commercial farming of field fish (Ca Mau)); yellow catfish, cotton snakehead fish, striped pelagic fish (Long An); snakehead fish (Soc Trang)<\/li><li>Application of biotechnology in the fields of: research on probiotics applied to livestock and aquaculture (Can Tho, Dong Thap, Soc Trang, Tra Vinh); probiotics from wort, rice bran, vermicompost (Long An), rapid detection system to screen new strains of corona virus; Fabrication and validation of artificial positive controls and diagnostic primers for acute respiratory infections caused by new strains of corona virus (Can Tho)<\/li><li>Building technology application models (model of growing old bananas in the Philippines; model of intercropping with seedless lemon with yellow papaya on a heavily acidic soil (Ca Mau), rotating sesame production on rice soils) (Dong Thap); produce clean vegetables in net houses, apply solar lights to illuminate the border route (Long An); cantaloupe, shelled peanuts (Tra Vinh); models and training on planting techniques Red flesh dragon fruit with high technology application in 02 districts of Tri Ton and Tinh Bien (An Giang), organic substrates (Vinh Long)<\/li><\/ul>\n\n\n\n<p>\u2013 Improve the quality of local agricultural products: green-skinned pomelo, seedless honey orange, soursop, bitter vegetables, Hau Giang pineapple, GlobalGAP standard melon (Hau Giang), green-skinned papaya with yellow flesh in the direction of VietGAP, Pearl mushrooms (Kien Giang), edible mushrooms (Vinh Long<\/p>\n\n\n\n<ol class=\"wp-block-list\" start=\"3\"><li>Technology transfer application<\/li><\/ol>\n\n\n\n<p>In 2020, technology transfer application activities at the Centers will focus on building technology application models in production (models of growing bananas, pineapples, melons, mushrooms, aquaculture, etc.) \u2026). The tasks focus on the following areas: organizing seminars, professional training in science and technology; Organizing and attending technology exhibitions and technology markets (An Giang, Ca Mau, Can Tho, Dong Thap, Dong Nai); Information and statistics on science and technology (Dong Thap, Ca Mau, Tra Vinh, Soc Trang, Hau Giang); State management of finance, practice and quality in the locality (Long An, Dong Nai); Building a model of application of science and technology (Soc Trang); Conservation and development of mushroom varieties (Tien Giang), Production of clean, nutrient-rich soil from agricultural by-products (Ca Mau), Research and improvement of food processing techniques for some agricultural products (An Giang)<\/p>\n\n\n\n<ol class=\"wp-block-list\" start=\"5\"><li>Performing public non-business services in science and technology<\/li><\/ol>\n\n\n\n<p>During the year, some members of the block also performed many public service activities in science and technology such as: performing test analysis services, verifying and calibrating measuring instruments of group 2 (Dong Thap), service measurement and testing (Long An). Total revenue reached 8.2 billion VND.<\/p>\n\n\n\n<ol class=\"wp-block-list\" start=\"6\"><li>S&amp;T services, technology transfer consulting<\/li><\/ol>\n\n\n\n<p>In 2020, the Centers performed over 350 S&amp;T service contracts and technology transfer with a total revenue of over 50 billion. Mainly the activities of inspection, testing, calibration, radiation safety, production and consumption of biological products, supply of plant varieties, installation of fresh water desalination technology.<\/p>\n\n\n\n<p>IV. OPERATION ORIENTATION IN 2021<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Orientation \u2013 Goals<\/li><\/ol>\n\n\n\n<p>a.
