The Department of Science and Technology of the localities in the Southeast region has actively focused on applying science and technology to the development of key products of the region. In the coming time, localities need to continue to strengthen linkages so that science and technology become a driving force in local socio-economic development and participate well in solving problems of life and society. Those are the main issues discussed at the “XV Conference on Science and Technology of the Southeast Provinces” on September 23, 2019 in Ba Ria – Vung Tau. The conference was held to evaluate the results of S&T activities of the region in the period of 2017 – 2019; the results of the implementation of the contents set out at the XIV Regional Science and Technology Conference in 2017; contributions of science and technology to the socio-economic development of the locality, region, etc., thereby analyzing the limitations and difficulties as well as frankly recognizing the causes and discussing together to find solutions. .

The report of the local Department of Science and Technology Development, Ministry of Science and Technology said that in the period of 2017 – 2019, the Party and State issued many guidelines, mechanisms, policies and management documents related to the development of science and technology, in which There are many documents directly affecting the S&T activities of localities such as: Directive No. 16/CT-TTg dated May 4, 2017 on strengthening the capacity to approach the 4th Industrial Revolution; Directive No. 19/CT-TTg dated July 19, 2019 on solutions to promote growth and sustainable development of the Southern key economic region; Resolution No. 18-NQ/TW and Resolution No. 19-NQ/TW continue to renovate the organization and management system, improve the quality and operational efficiency of public non-business units, etc.
On that basis, the local Departments of Science and Technology have actively advised the Province/City Party Committee, People’s Council, People’s Committee to issue documents to concretize, organize and implement. According to statistics from the reports of the Departments of Science and Technology from 2017-2019, there were 99 documents issued by localities, mainly focusing on concretizing strategies, building mechanisms and policies to improve the business environment. , supporting enterprises in technological innovation, promoting the application of advanced transfer of science and technology to production and life; supporting the innovation startup ecosystem in the localities.
Some outstanding policies are expected to contribute to strongly promoting the role of science and technology in localities such as the policy of attracting and developing a team of experts, scientists and people with special talents of Ho Chi Minh City. Ho Chi Minh City, a series of policies to support businesses and start-ups such as building start-up support centers, supporting commercialization of high-tech products, building technology and equipment trading floors. All localities have forms of support for businesses to participate in technology market development activities of the region and the whole country (Techmart, Techdemo, Techfest….). By mid-2019, provinces in the region had granted S&T enterprise certificates to more than 100 enterprises.
Scientific research and technological development activities in the locality have been deployed more and more methodically, close to the application requirements, especially the proposal to order research tasks, improve quality, and pay more attention to the apply research results into practice after acceptance. The management of science and technology tasks of the provinces continues to be more orderly, reasonable and scientific; The review, appraisal, inspection, acceptance and registration of results are carried out in accordance with regulations, attracting a team of experts from institutes and schools in the provinces and in the region to actively advise and assist in the implementation of the project. Declaring tasks has a scientific basis and is suitable for practice. Focused on the target audience, prioritizing the selection of businesses with potential and capacity to participate in the implementation of topics and projects, so the implementation and replication of results after acceptance is increasingly confirmed and possible. effective.
Strengthening regional linkages in S&T development
Although many impressive results have been achieved, S&T activities in the Southeast region still face many difficulties and challenges. Many Directors of the Department of Science and Technology have also frankly raised difficulties in local S&T activities related to the development of key products along the value chain; training high-quality human resources, strong research groups in the field of science and technology; mechanisms and policies for spending on investment and development of science and technology; It is difficult for local S&T funds to go into operation due to incomplete legality, inconsistent and inconsistent lending procedures according to the provisions of the Budget Law and guiding documents…, leading to operational efficiency. not high, even high risk in loan recovery. On the other hand, the need for regional linkage has been set forth since the XIV regional briefing, but so far, activities related to regional linkage in state management, investment in material and technical facilities , laboratories for measuring and testing the quality of products and goods, especially products, regional linkages in value chain development of a number of key products… of S&T organizations in the city . Ho Chi Minh City and other provinces in the Region have not yet been implemented.
