On the afternoon of July 18, 2024, in Can Tho City, the People’s Committee of Can Tho City, in cooperation with the Ministry of Science and Technology, organized a scientific seminar titled “PII – Positioning Innovation in Socio-Economic Development of Can Tho City and Promoting Innovation in the Mekong Delta Region.”
Attending the seminar were Mr. Nguyễn Trung Nhân – Member of the Standing Committee of the City Party Committee and Chairman of the Vietnam Fatherland Front Committee of Can Tho City, Mr. Nguyễn Ngọc Hè – Member of the City Party Committee and Vice Chairman of the People’s Committee of Can Tho City, Mr. Vũ Văn Tích – Director of the Academy of Science, Technology and Innovation (Ministry of Science and Technology), along with 100 delegates, including scientists from various institutes, representatives from departments and enterprises operating in the field of science and technology (S&T) in Can Tho City, as well as delegates from S&T departments in the Mekong Delta and media agencies.

During the seminar, delegates listened to speakers presenting papers on various topics: “International Experiences in Innovation for Socio-Economic Development” by Dr. Christopher Han – Ph.D. from Stanford University, Director of Innovation Strategy at the University of Economics Ho Chi Minh City; “Positioning PII in Promoting Innovative Activities for Socio-Economic Development” by Assoc. Prof. Dr. Vũ Văn Tích, Director of the Academy of Science, Technology and Innovation; “Dismantling the PII Index in Developing the Innovation Index of Can Tho City and the Mekong Delta Region” by Assoc. Prof. Dr. Phan Thị Bích Nguyệt, Chairwoman of the Advisory Council for Strategy and Policy at the University of Economics Ho Chi Minh City. Additionally, delegates discussed several opinions on intellectual property as a crucial factor in enhancing local innovation indexes, as well as effective solutions for implementing policies to support enterprises engaged in innovation to improve the innovation index.
According to the published results of the Provincial Innovation Index (PII) in 2023, Can Tho ranks among the top 5 localities with the highest PII scores in the country, scoring 49.66. The strengths of Can Tho City include: research and development personnel (full-time)/10,000 people; patent and utility solution applications/10,000 people; plant variety registration applications/10,000 people; industrial production index; number of OCOP (One Commune One Product) products rated 4 stars and above/total number of communes. Meanwhile, the weaknesses include: policies supporting enterprises; electronic governance; the value of fixed assets and long-term financial investments of enterprises (billion VND); training expenditure ratio in total enterprise expenditure (%); and the ratio of active investment projects in industrial clusters/1,000 enterprises.
Can Tho City has been promoting activities that link scientific research and technology development with business production, leveraging local strengths to create a comprehensive force for developing S&T and innovation, contributing to the socio-economic development of the entire region.
At the seminar, delegates focused on solutions for developing human resources in science and technology and innovation; emphasizing intellectual property as an important factor in enhancing the innovation index. They also shared domestic and international experiences in innovation for socio-economic development. Furthermore, the seminar served as an opportunity for the city to strengthen the connection between managers, scientists, research experts, businesses, and organizations supporting enterprises in the Mekong Delta region in assessing the current situation and potential to help localities build appropriate socio-economic development policies based on S&T and innovation specific to each locality.
