CheckVN: Vietnam’s first anti-counterfeiting authentication process

How to overcome the situation that anti-counterfeit stamps are also…forged? Since 2015, an authentication process with an identity security algorithm for each product of two-layer protection printing technology, an independent database named CheckVN has been born to help solve that problem.

Deputy Prime Minister Vu Duc Dam, Minister of Agriculture and Rural Development Nguyen Xuan Cuong used App Check VN to check the traceability information of Thanh Ha lychee at Thanh Ha Lychee Festival 2018. Thanh Ha District People’s Committee chose this system. for brand protection and information transparency for 3,900 ha of lychee crop of the same year. Photo: IDE

Design an electronic information system to connect all three parties

For a long time, the problem of counterfeit goods, counterfeit goods, goods infringing intellectual property rights has caused thousands of billions of dong in losses each year, adversely affecting both consumers and possibly reducing the reputation of real products. To protect themselves and consumers, many manufacturing enterprises have to use anti-counterfeiting stamps, the most common are physical stamps such as broken stamps, hologram stamps, luminescent stamps, water stamps, heat stamps, etc. visible to the naked eye or under ultraviolet light.

But then the situation of imitation and counterfeiting continues, consumers still suffer, and Vietnamese businesses – mostly small and medium-sized businesses trying to build their brands – are only sorry for the increasing counterfeiting. delicate. Even the anti-counterfeiting stamps are also … being faked or restored and glued back to other products, making consumers confused.

“At that time, the Vietnam Association of Small and Medium Enterprises asked us if there was a way to connect producers – managers – consumers to create a technical barrier to exclude goods. fake?” Mrs. Pham Thi Ly, Director of the Center for Enterprise Integration and Development (IDE), under the Association said. In the world, manufacturers have popularly applied new anti-counterfeiting methods such as electronic stamps, but in Vietnam 5-7 years ago, this technology was still not popular. thought of having to research and apply the latest technology solutions on electronic stamps to help protect small and medium enterprises,” said Mrs. Ly.

She and her colleagues started the research in 2014, associated with the campaign “Vietnamese people give priority to using Vietnamese goods” at that time. Initially, they developed a “Smart Electronic Stamp System” using QR (Quick Response code). This technology was created by Japanese engineer Masahiro Hara in 1994 to track vehicles during production for the automotive industry.

However, the IDE recognizes some limitations in the use of QR codes in Vietnam, such as scanning the code and transferring the signal to the website containing product information only helps to look up the content provided by the supplier. Not sure if the product from that supplier is genuine or not. It does not include a technically binding process to authenticate information between the supplier and the manufacturer.

To overcome the above limitation, the research team has continued to study an “Anti-counterfeiting authentication process” CheckVN (https://check.net.vn/), ensuring that consumers can authenticate their information. offered by manufacturers and distributors, against counterfeiting from the manufacturer itself. This process has been granted the patent number 1-00016036 by the National Office of Intellectual Property, Ministry of Science and Technology in 2016.

CheckVN is a quick response information system, including a stamp containing a two-layer security QR code, combined with a mobile device with an application to access a data center with five management databases. Independent database (the first stamp database contains information about the manufacturer; the second stamp database contains information about the manufacturer and supplier; the comparative database contains information about each pair of stamp codes, the product database and authenticated product database).

After the user scans the QR code with a mobile phone, the signal is sent to the data center to authenticate the code. The codes must match the database in each round before they can go to the next database – for example, the first layer of a QR code’s authentication will show information about the product being stamped, after scratching the security coating on the stamp layer. will compare the second layer of the QR code to see if the product made by that supplier comes from the same manufacturer they mentioned. And so on until the end, the system will return the result whether the product is genuine or not.

Right after being deployed at the end of 2015, CheckVN has been used by Viet Tiep Lock Joint Stock Company with over 1 million product units. At that time, Viet Tiep had a revenue of about 500 billion VND/year. After 3 years, the company announced revenue of 1,000 billion VND and said that applying the process has helped them regain market share from counterfeiters without their knowledge.

In mid-2019, the CheckVN system was standardized by the National Barcode Center according to Vietnamese Standards (TCVN) and Global Standards (GS1). After being assessed by the scientific council of the Ministry of Science and Technology to be eligible for nationwide traceability, and also by the Police Investigation Agency (C46) and the Criminal Science Institute of the Ministry of Public Security (C54) under the Ministry of Public Security. By the end of 2019 the Ministry of Agriculture and Rural Development agreed to pilot CheckVN for the Traceability System in the entire agricultural sector. Currently, the system is being translated into English and Chinese to increase the chances of customers finding products.

Common standards for the business community

Being a pioneer and owning an exclusive patent granted by the National Office of Intellectual Property since 2016, IDE has gone through an extremely difficult process to convince the market. They are forced to choose the path of “opening up” their patent rights to competitors. Over the past 6 years, instead of trading directly to produce and sell authentic stamps to businesses, they have chosen to approach regulatory agencies to bring their process into a common local standard or of the industry.

According to Mrs. Ly, when a building process becomes a common criterion, such as a basic regulation of the Vietnam Association of Small and Medium Enterprises, up to 97% of enterprises nationwide will be used. Similarly, if applied by the Ministry of Agriculture and Rural Development, many people will be guided by the People’s Committee or the Department of Agriculture and given the right to enter it. In a sense, the IDE has also “opened” the right to use its intellectual work to the public sector.

For many years, the IDE has been “self-reliant” to persuade many related organizations to join the system – initially enterprises, provincial associations, associations, local People’s Committees, then ministries, industries. According to Mrs. Ly, the participation of the state as a third-party monitoring will contribute to helping consumers feel more secure and avoid being vulnerable to counterfeit products.

Currently, CheckVN has been integrated into the Traceability Portal of the People’s Committees of a number of provinces, such as Hanoi, Quang Minh, Hung Yen, Hoa Binh, Can Tho… with more than 3000 participating businesses and nearly 10,500 products. . These systems are ready to wait for the connection to the national traceability portal when the Ministry of Science and Technology completes construction according to Decision 100/QD-TTg 2019.

Through the CheckVN invention, these small and medium-sized business supporters also want to affirm that Vietnamese people can establish tools to help small and medium enterprises improve their competitiveness and management capacity. production management in the digital age.
