a. Result
About human resources
In general, the human resources at Application Centers range from 20-30 personnel/Center. The total number of officials and employees at the Centers is 341 people; in which post-graduate level accounts for 28%, university accounts for 72%. However, the number of human resources working in the field of technology transfer applications only accounts for 50% of the total number of people working. The main reason is that most of the Departments of Science and Technology in the Mekong Delta have merged their affiliated non-business units. Therefore, the Center not only performs the function of application and transfer of technology, but also performs the task of scientific and technological information, statistics, and quality measurement standards.

About researching and mastering technology
In the past year, the Centers have researched and mastered 36 technologies/technological products and 10 production processes in agriculture.

– Tra Vinh: Microsurgery technology of all male giant freshwater prawns; Composite material production technology (Revenue 780 million VND)

– Long An: Resettlement technology (Revenue 2.6 billion)

About technology transfer application activities
Technology transfer application activities at the Centers are carried out through S&T projects: in 2020, in 13 provinces/cities in the Mekong Delta region, the Centers have implemented 86 science and technology projects at all levels. , technology application models with a total cost of over 55 billion VND.
Areas of focus are as follows:
– Tissue culture: propagation of turmeric wax bananas (Ca Mau), high quality ornamental flowers (Can Tho), wax coconuts (Tra Vinh)
- Aquaculture (improved extensive commercial crab farming in 2 stages, seed production and commercial farming of field fish (Ca Mau)); yellow catfish, cotton snakehead fish, striped pelagic fish (Long An); snakehead fish (Soc Trang)
- Application of biotechnology in the fields of: research on probiotics applied to livestock and aquaculture (Can Tho, Dong Thap, Soc Trang, Tra Vinh); probiotics from wort, rice bran, vermicompost (Long An), rapid detection system to screen new strains of corona virus; Fabrication and validation of artificial positive controls and diagnostic primers for acute respiratory infections caused by new strains of corona virus (Can Tho)
- Building technology application models (model of growing old bananas in the Philippines; model of intercropping with seedless lemon with yellow papaya on a heavily acidic soil (Ca Mau), rotating sesame production on rice soils) (Dong Thap); produce clean vegetables in net houses, apply solar lights to illuminate the border route (Long An); cantaloupe, shelled peanuts (Tra Vinh); models and training on planting techniques Red flesh dragon fruit with high technology application in 02 districts of Tri Ton and Tinh Bien (An Giang), organic substrates (Vinh Long)

In addition, the application of technology transfer is carried out through technology transfer contracts with 439 contracts of science and technology services and technology transfer consultancy with revenue of approximately VND 35.9 billion.
Revenue at Application Centers
In general, at the Centers, the main source of revenue is from regular tasks according to functions; Revenue from science and technology services, technology transfer consulting; Revenue from technology/technology products; Project funding and revenue from public services. In which, revenue from services (Science and technology services, technology transfer consulting, commercialization of technologies and technology products) accounts for about 42%, with a total value of about 57.9 billion; followed by project topics accounting for about 40%, equivalent to 55 billion at 13 centers; Regular mission funding received about 17 billion. However, in each center, the structure of revenue sources is different. At the centers in the provinces of Ben Tre, Long An, Kien Giang, and Tien Giang, the revenue from service activities accounts for a high rate compared to the project’s topic. Meanwhile, in Can Tho, Ca Mau, Soc Trang, Tra Vinh, Vinh Long, the revenue from project projects accounts for a higher percentage. In addition, in Long An, Dong Thap, the Application Center is assigned to perform a number of public services, bringing significant revenue to the unit (total 8.2 billion).
b. Difficult
– Regarding human resources: due to the consolidation process, a part of cadres, civil servants and employees of the Centers has not fully promoted their capacity and lacks initiative and creativity in activities. services, consulting and business in the field of supply-demand connection, technology transfer. Moreover, due to limitations of regulations on staffing, autonomy of operating funds, there is a shortage of high-quality human resources (graduate degrees, doctorates, associate professors, professors, ..) and weak in qualifications, skills, etc., leading to the situation that one employee has to concurrently hold many tasks or participate in many topics and projects at the same time, affecting the progress and quality of work.
– Mechanism: Lack of a mechanism to use funds for activities to promote images and promote new scientific and technological products of the Center to the market, the commission policy in business is not competitive enough with other businesses. private industry, lack of investment funds for testing and evaluation of new technologies; market research, new models, product categories, etc. In addition, mechanisms and policies to support application transfer and technology innovation: there are still many procedural problems, the approval process is still complicated, etc. Especially, many businesses that need to innovate technology find it difficult to access bank loans with counterpart funds (in particular, businesses face difficulties because they do not have collateral, credit guarantee funds are not available. accepting collateral as patents, technologies, etc.), so the Centers face many difficulties in consulting and supporting enterprises in technological innovation.
– Material and technical facilities: Some of the facilities centers (working houses, laboratories) that have been invested and equipped since 2015 are now degraded; Investment equipment is not synchronous, leading to difficulties in exploitation and effective operation
Service activities: Due to the similarity in natural and socio-economic conditions of localities in the region, despite the diversity in technology and products, the Centers mainly serve in your locality; Many key products and services have not yet been created that can be applied to a large area. Moreover, the similarity of localities also creates competition between products/technology in the same field. In particular, for the commercialization of products manufactured from new technologies (by production centers or enterprises transferred production technology), there is still a lack of a general promotion scheme. policies to support promotion and sales have not yet been developed, so they have not created competitiveness for products, and have not brought high benefits to businesses participating in product/technology deposit at the end points. Connect and display technology products.
– Regarding the diversity and competitiveness of products: products produced from science and technology transfer activities lack diversity; mainly products such as bottled water, bottled wine, mushrooms of all kinds. In addition, many new products from scientific research are difficult to access to the market due to the impact of many factors such as regulations on product quality announcement, food safety and hygiene, etc.
- Mission set
In the spirit of Resolution 120
– Promote research on issues of environmental protection, disaster prevention, mitigation of injuries and negative impacts caused by climate change on the Mekong Delta; strengthen international cooperation in research, application and technology transfer for sustainable development in the Mekong Delta.
– Review and perfect mechanisms and policies to support the application and transfer of science and technology, especially high technology in agricultural production.
- To assume the prime responsibility for, and coordinate with concerned ministries, branches and localities in effectively implementing key scientific and technological programs and tasks, prioritizing the allocation of scientific and technological resources with focus, key, ensuring efficiency, and essentially aiming at sustainable development of the Mekong Delta to adapt to climate change.
- Proposal – Recommendation
a. For the Department of Science and Technology
Support and assign regular tasks according to annual functions for the Center to operate stably and effectively.
Pay attention to directing and creating favorable conditions in consolidating the organizational structure and completing the autonomy project according to Decree 54/2016/ND-CP.
Increase investment in capacity building in terms of facilities and equipment from the source of science and technology for the Center. Create conditions for the Center to develop science and technology service activities to create investment funds and increase income for officials and employees.
Creating conditions for the Center to order or participate in selection to perform a number of science and technology tasks at grassroots, provincial and state levels.
Create conditions for the Center’s officials and employees to be trained in science and technology management knowledge, improve professional qualifications, and political theory.
c. For People’s Committees of provinces and cities
Paying attention to and prioritizing funding for investment projects to increase the potential of S&T for the Center is implemented in accordance with Decision 317/QD-TTg dated March 15, 2012 of the Prime Minister (Investment in headquarters, office building, etc.) workshops, laboratories, experimental camps to ensure the performance of professional tasks for the Center for Science and Technology Advance Application).
Invest in facilities and equipment for the operation of the Center for Advanced Application of Science and Technology.
Creating conditions for the Center to deploy topics and projects under the National Science and Technology Programs, provincial projects.
Allocate funding through regular tasks by function; science and technology tasks and other tasks for the Center for Advanced Application of Science and Technology to ensure stable and effective operation.
There are mechanisms and policies to support the Center’s officials in training, improving their qualifications and professional skills.
d. For the Ministry of Science and Technology
Continue to create favorable conditions for localities to invest in enhancing potentials for the Center for application of scientific and technological advances according to Decision No. 317/QD-TTg dated March 15, 2012 of the Prime Minister.
Promulgating a financial mechanism to guide regulations for regular tasks according to the ordering function for the Centers.
The Ministry of Science and Technology continues to pay attention to and guide the Centers to operate effectively after the merger or consolidation.
Supporting mechanisms and policies for the Centers to access and participate in the implementation of national S&T programs, especially the Rural and Mountainous Program and Program 592.
Provide technology information and share technology databases from central to local levels; supporting the consolidation of technology supply and demand connection points.
Annually organize intensive training courses on science and technology market development, technology brokerage consultancy, innovation start-up, quality improvement for businesses, training classes engineers, main engineers, etc., training for the promotion of professional titles for the Center’s officials and employees.
It is necessary to have a policy to support linkages for agricultural products when applying scientific and technological advances to motivate farmers to participate and replicate effective models, especially for clean products.
To promulgate regulations on criteria, standards, contents, service provision process, economic and technical norms and guide the implementation of provision of public non-business services using the state budget.
Formulate and perfect mechanisms and policies to support application and technology transfer activities in the form of contracts for topics and projects; at the same time, soon implement Joint Circular No. 27/2015/TTLT/BKHCN-BTC so that the leading unit can be proactive in implementing tasks./.
